Importing Problem

Hey guys, I have read like 5 tutorials so please don't redirect me to one. I do not seem to have an "Import Manager" in my WE... Don't know why, I do not own The Frozen Throne expansion, but from what i've read that isn't the problem? I've hit F12 and everything, it's just not there. ANy help would be very appreciated!
