Step 1 : MAKE SURE ITS A .WAV
Step 2 : Go to import manager on world editor, and import it there.
Step 3 : Go to the sound manager, scroll down until you see your imported files, then right click and then click "Use as sound". < This is if you want to use sounds for cinematics, ETC
Step 4 : For sound sets for units, just import the files on import manager then change the path of the file, which can be done easily, right click > edit > then it will have a path, click custom path and change it, for eg, it might be units\human\humanpaladin\humanpaladinpissed1 (just thought of that on the top of my head)
The most simplistic way of doing this is in the sound manager:
Right click the sound of a unit you want to replace (e.g. death sound) and select "replace internal file".
Then browse for the sound on your computer. This eliminates the need to manage sounds in the import
manager and entering long paths. As Twovenomous said, they need to be .wav files.
