Human AI troubles

[Warrior of Sunlight]

its seems whenever I make a map, the orcs always become highly advanced and make flyers, catapults and so on. But the Human AI never seem to make anything more complex then the mortar team. I change the states etc of the steam tank to make it a ballista but the humans never seem to produce any Ballistae. I made them do more damage, move slower etc and made them a bit more pricy.

Are you using the default Melee AI for your map or is it a custom one? If it's the latter, make sure the AI has enough resources and has all the necessary requirements to create those units.
