Hmm I'm not sure if CSS or Javascript will work.

I was told I could only use HTML for the task.

For example, it's possible to create buttons in HTML. Why not collapsable regions/text boxes/etc.?

HTML stands for HyperText Markup Language. It doesn't make the page do anything, it just says how the structure should look like.

If you want it to actually do something, you have JavaScript (a <button> tag has no meaning beside structurally describing something that should act as a button, clicking it wont do anything without JavaScript).
If you want it to graphically look like something specific, you have CSS.

In this case you need both.
