[General] How to use all 12 slots?

As we all know wc3 has 12 slots for ablities but 4 of them are already taken:

is it possible to remove the Patrol, Cancel, Hold Position and Move actions?

Sharpshooter and BnG II made me think that it's possible, does anybody know how to do it?
