[General] How to - prioritize attack 1 or attack 2

I am working on a tower defense map and I want to make an upgrade that enables a tower to have a long cooldown bounce attack. I figure, the easiest way to do that would be to make attack 2 into a missile bounce setup and make the upgrade enable attack 2. For reference, attack 1 would be a normal arrow shot with a 1.5 sec cooldown and does maybe 40 damage. Attack 2 would be on a 30 second cooldown and do 300 damage and bounce however many times.

Is there a way to make it so the unit will prioritize using attack 2 when its off cooldown?
