I only remember WE Ultimited (http://www.wc3c.net/tools/weu/). When you create the map with the WEU Enhancer, you can increase the size up too 400 and more (but you shouldn't use any other advanced option of it)

Edit: Yes NewGen is able too do it, but you have to enable UMSWE first, restart the editor and then you can size up to 480!
