How to make a grow spell like Tiny from DotA?

I was wondering if anyone knows how they made that spell that Tiny from Dota uses to make him grow, and How I can re-create it?

Animation - set unit size to x, y, z

I just have one more question, I know how implement that trigger to a unit already on the map, but how do you do it to a unit not already placed?
