1. Add a camera focusing the face of your model.
2. Add the following animations: a.) Portrait Talk, b.) Portrait. You can also add Stand Portrait animation to your model.
3. You are done.
You can, but you'll need some more complicated software that is capable of creating animations (like 3D Studio Max). Magos' Model Editor or Vertex Editor aren't going to work and getting familiar with better software is not going to happen over night. You may want to settle for no talk animation if you want to have the portrait model done quickly.
You can use MdlVis, you will probably need to learn how to create bones(easy) how to attach vertexes to bones(easy) and how to animate the bones(not that easy).
