I've added a dummy unit and the dummy Frost Nova, but I don't know how to write the triggers.

One way to do would be to create a dummy unit and a dummy cold arrows ability. Check for every unit hit by the Frost Breath and then create a dummy unit at its position with an expiration timer who then cold arrows the hit units.
