Slow to Breath of Frost

How do I trigger slow effect to the units effected by breath of frost.

I could make a group of all units around the caster, then remove if they don't have buff on them. Is there a better way of doing this?

I think that's a nice way, though you'd need to be running it once the breath finishes... or run it as long as the breath runs
