How to add effect to cursor?

Then how did they do that? whenever mouse moves the shadow follows.
when the game start the cursor already have the effect on the cursor that rains sakura
 
No it's not the buttons.
It's on the cursor. There are effects fixed on the cursor, so it will always be visible to the mouse.
There is also a shadow moving at the back where the cursor moved.

Edit: there is a yinhua.mdx and yinghua.blp,
the blp is definitely the design of the effect, i think it used the model fixed on the cursor, which the cursor also has a cursor.mdx

From the picture you can see, there's a pink trace of the mouse, as well as petal effect on the mouse
