How to change spell cursor?

For example, dispel has that area of effect cursor and I want the cursor to be like single target cursor of... let's say... storm bolt.

I suggest you base your spell on Channel ability, as you can modify it however you wish: Target Unit, Target Point (like storm bolt), both, AoE. Don't forget to change its String Order data field; set it as visible too, otherwise the spell is going to be hidden. If you still wish the AoE dispel effect, use a dummy unit to cast it.
