How do you make a Social Group?

The title says...
Why I want to make a social Group?
Well I would like to make a social group for people who know how to program( C++, C, Python, Java, XML, etc..., even JASS)
So fellow programmers can help and teach one another.
I like Programming myself, im learning Python and C++
So how do i create one?

You need to ask an Admin to make one for you
back in the old days all users were able to create ones
but now they are limited to admins I beleive.
