How do you create a level 3 hero cap for one hero and a level 2 cap for a different hero??

Well, it may be possible by using a trigger that stops the heroes exp gaining after a certain level is completed.

Use that action when hero 1 reaches level 3, and when hero 2 reaches level 2...
