How do you do highlights properly.

Please elaborate on the question.
although I can say highlights are usually very bright colors that are very desaturated depending on the texture.

Proper highlights depend on the lighting of the scene.
Most games require the texture artist to set up his own lighting to look consistent with the game. usually at the viewing level.

The best bet is to look at objects in real life and try to mimic them.

Take the color you want to highlight
Then go on the color selector, move it up to a lighter shade
And then add highlights in areas that the model would have a natural light on

Actually that is not how you do proper highlights in all cases. In some cases it requires a different color all together not just a lighter shade of the same color.
It depends on the material you are trying to create, and the look you want.
