How do i make more than 9 tilesets?

Hi guys,
How do i make more than 9 tilesets? Please help me.
And how do i change the cliff tipe? For example, i have a map which has a felwood tileset, and i want ot make nz outland cliff, too.
So i would really appreciate your help.

With JNGP there are ways, I think, saving such a map makes you able to open it up with normal editor aswell. However I do not use JNGP so I am no expert here.
