how do i create a game like warcraft that opens on application

is there a program for which i can create a offline/local game?

More in depth please? You want an application that creates full standalone programs/games? Well, if you do, try UDK or Game Maker 8

Game Maker 8 is
[+] Simple to make a basic game
[+] Built in paint editor
[+] Nice Community
[+] Many tutorials/Examples to build off of in their Community Forum (YoYo Games)
[-] Limited to almost complete 2D
[-] Programming language to make advanced stuff
[-] Have to buy Pro Version to obtain some features

[+] Amazing Graphics
[+] Amazing Customizability
[+] Great Community
[+] Complete Modifiable Source
[+] Free!
[+] Many ways to approach level design (Such as creating light through Kismet, or the engine)
[-] Moderatley difficult to learn
[-] Hard to master
[-] Many confusing scripts and documentation
[-] One thing wrong in source, KABOOM!, you would need to fix before Engine will start again at all

[+] Supremely easy

I personally go for Multimedia Fusion 2 due to it's convenient use of programming via clicking and drag'n drop.
There are four editions of it available; The Games Factory 2, Multimedia Fusion 2 Standard, Multimedia Fusion 2 Developer and The Games Factory 2: Newgrounds Edition.

The TGF2 Newgrounds Edition is the same as the regular TGF2. Only difference is that it's free and only lets you export to a SWF file for Newgrounds.com and does not include Newgrounds API integration.

Only downsides are that it's expensive (except for TFG2: Newgrouds Edition) and it's limited to almost complete 2D.
You can however make games with ray casting graphics (ala Wolfenstein 3D, Doom, Commanche and Super Mario Kart) via custom extensions like Mode 7 (it's free) or Raycaster (costs 9$).
