How can i disallow a player controlled hero from buying items from a shop?

Just as title says, I'd like a hero of type Backpack not to be able to purchase anything from a shop, though it still needs to have an inventory to hold items for the player.

Also how can I restrict a hero from using consumables such as potions ?
