I once had a really weird problem with my paintshop program. After looking for a solution I found a suggestion (if I remember correctly) to shift-click the program. It starts the program and erases your preferences. It is like starting the program for the first time. My problem was solved and I reset my preferences. I don't use photoshop so I don't know if it will work for you but you can try it as a last resort.
