Hero Level Limit

Hello everyone! I'm working on a project at the moment, Heroes of the Fray (soon to be renamed "HotF: Battle Arena"), which is to be a sister map of an unannounced map that will be called the "HotF: AoS" (DotA type map)), and I need to find a good hero level limit for these maps. League of Legends uses 18, DotA uses 25. Any ideas? I need a reasonable limit between 25 and 18, and supportive reason as to why. Currently looking at 23, 5 levels on all 3 normal abilities, 3 levels on ultimate, and 5 levels of stat boost.

Suggestion: Make max level 27, but the highest you can get normally is 23 while to get those extra four levels would be through special means such as killing a super boss?
Hasn't been done before in AoS maps that is that I have seen so far.

Well I would love to see 1 Innate ability and 4 other. The Innate's effect depends on the the level of the hero.

Regarding the level, maybe 22 - 23 would do. Larger levels = longer gameplay.
Also, as sonofjay said, dont use another map (Dota) as reference. We are given an imagination for a purpose.

I only used DotA as a reference to a similar map style. Please remember these ideas would also fit into the battle arena. If by innate ability you mean an ability that all heroes have, this gives me an idea of something like League of Legends with "Summoner Spells". An idea like this could would. I think this collection of ideas has shown me that my original idea had some flaws. So I think I'll be going with 5 levels on each ability, 3 ultimate levels, and 3 levels of a special ability of choice. This idea would allow players to have even more control of how they build there heroes, and give more variation and difficulty to playing. Thank you all for your ideas.
