Hey I have a problem in world edit is that I when I put the enemy units do not move if someone could help me
 
You need to issue them orders to make them move.

There are 3 ways to do this.
1. Get a human to control them. Logically if he is any specimin of a true modern human he will have enough brains to move them in a strategical and tactical way to do what is needed to win the game.
2. Get a game AI to order them around by making their owner a computer and difining certain moving and grouping behaviours form it to do. This will need some AI scripting.
3. Use triggers to issue orders to the unit like "attack". If you "attack" a position, it will attack move to it.
