Use WC3 Viewer (download it in tool section)

Open up your mpq with its mpq open button and select war3.mpq for RoC icons or war3x.mpq for TFT icons.

The tree list view on the right will be your " mpq browser " once you open up the mpq. Find ReplaceableTextures and then Command Buttons to see all available icons in the mpq.

Right click the icon you want and extract and convert .blp

Find loads of image editing programs at www.download.com (some free, some trials)

i made my first 3 icons CnP, its easy to! actually i had to use 2 paint programs to get the fitting right though, but freehand would be way easy...use WEU's enhancer tool to make pre-made icons and edit them, use wc3viewer to convert to .blp and walla! easy! =)
