You will have to raise the ground by the Raise Tool and after that maybe Smoothing it up with the Smooth Tool.

Oh wait someone told me this:
You can make straighter cliffs than the World Editor normally allows you when you copy a specific .txt file in a folder called UI inside your Warcraft III folder.
Explain it for me THANKS

I don't know about you guys but I think the footman was resized to be smaller to make the cliff look high, or the cliff was really high.
