I wanna change the head size of a model and of another model i wanna change the arms,they are too far away from the body,so it looks like a puppet,which programs do i need or can someone make this?

some links of programs dont work,but maybe i just need a simple model editor which easy scales heads and stuff and a tool which can move some of the model around,for example arms.
