can i post/promote a map on this site that has drug use in it and uses models/skins of cannabis plants?

As for your question, I'm not 100% sure. It is against the site rules to discuss drugs (although, we can be lenient about it here and there). I recommend that you make a thread in "Staff Contact":

If blood and gore maps are allowed, and they are, there shouldn't be any problems to be honest.
You can always warn about this in your map description when/if you upload the map.
