It'd be because of the language some hivers use. And also the theme of a lot of discussions. Most of us are between 15-21, some a little bit younger, some a little bit older. All in all, there is going to be a lot of language in terms of swearing and possibly a certain level of sexual inuendo (although sexual content itself is against the rules).

Also, not many young users can offer much to the modding community. And they most probably won't read or understand the rules.

But on top of all this, Justice has to be served. That's the law.
