If your talking about making a skin from scratch for your model you must unwrap your model so that it can be painted. this process can prove to be difficult and confusing. Id recommend getting a program called chilliskinner which is free and unwraps your model for skinning easily, however it does not unwrap complex models properly. If you want a real good program get ultimate unwrap 3d that unwraps all models even complex ones. This program however costs 40 dollars.
