Units can attack atmost 8.333 times a second (if I recall correctly, been a long time). Units are also restricted to a maximum attackspeed modifier of +400% (which reduces their attack delay to 1/5 of orignal speed) and a minimum of -400% (which increases to 5 times as long as orignal attack speed). There is no known maximum attack delay however it is likly to be an enormous number (years).
