Well the first word that jumped into my mind when I saw "FAQ" was forum. I think forum and I think flamming. A FAQ section does not need to endure flamming. Even with the rules in motion there are still rule-breakers out there. Somehow there needs to be a "permission to post in FAQ" order so that posts get the replies they need. I can't think of a better way to reduce flamming off the top of my head. I know there will probably be FAQ moderators but it is still unavoidably known that there must be more rules (mainly made for FAQ section) and organization at it's best.
