First things first. The scourge was ignored and underestimated by the alliance at first which gave it more power, so when sylvanas met Arthas and his new race she didn't think that this new power can destroy her or her people, specially when they have the sunwell and all of that. So I think that the rise of the scourge was a build-up from many mistakes made by humans and elves alike.

The Alliance sent Arthas and Uther after the plague, which makes me think they took it very seriously. The reason Arthas' was so effective in his return was because he struck at the Capital first and the King, and Uther was unwilling to use his full might against Arthas due to his heartbreak and love for him.

That's true. Altho I was talking about before they knew it was a serious problem, and thought it was just a plague. I'm not denying the power of the scourge tho.
 
Fair enough, but then again, plague's were pretty commonplace back then so they had no reason to assume there was something more behind before obviously Arthas and Jaina investigated it further. Jaina mentioned the plague is magical in nature, but I've always wondered about that aspect.
