Fade Filter {applying a non-fading filter}

Just do this :

  • Cinematic - Apply a filter over 0.00 seconds using Normal blending on texture Your Filter, starting with color (100.00%, 100.00%, 100.00%) and 50.00% transparency and ending with color (100.00%, 100.00%, 100.00%) and 50.00% transparency
Just set the time to 0 and the color from and to the same as well as the transparency.
