The ability "Phoenix Fire" from the Phoenix right?
It works like this: The Phoenix will automatically shoots out a missle to a random unit within the AOE if that unit hasnt been affected by Phoenix Fire (every missle leaves a buff on the target, when that buff disappear, the target can be targeted by this ability again). When the target is hitted, they will take intial damage and will be damaged over time until the end of the duration.
I'll explain some option in the Phoenix Fire's ability in Object Editor:
+Cooldown: After 1 missle is fired, u have to wait for a short time (this is the cooldown) before u can fire again.
+Area of Effect: A random unit within this AOE around the Phoenix will be the target of this spell.
They're 2 things I think u should know about that skills. Other data is very clear.
i understand now...a few more questions does phoenix fire triggers upon attack? or it automatically trigger? and how can i make the icon and tooltips visible ingame?
It's automatically trigger. For the icon, I think u can only create a dummy passive spell. When the Hero learn that spell, give him the spell book which contains the phoenix fire and hide that spell book. By doing that, the icon of the dummy passive spell will present for the phoenix fire.

the only solution i can think of is create a dummy spell like brilliance aura with no effects and trigger it to give my hero or unit phoenix fire upon learning...anyways thanks that helped me a lot rep+ dude
