Enforce cooldown

Is there a way to enforce cooldown on an ability without casting it? All I want is the visual effect of 6 seconds cooldown. The problem with replacing it with an dummy ability, forcing the unit to cast it and replacing it back to the normal ability after the cooldown is over is that the unit can be stunned and it won't use the dummy.

OR

Is there an no target ability that a unit can use on stun? So it shows the cooldown?
