Drawing Textures?

if you have problems/or can't get photoshop/photoimpact - why don't you try gimp/corel? Well Personally I would suggest you using photoshop, as for me it's the best program to draw. Im also pretty good at drawing (finished special pro courses :D), but when I firstly tried "drawing" at pc, it was as bad as I was doing my first picture at child age..
So visit a kind of turtorials (like psdtuts) and check out how to draw
