Structures have a specific facing by default, which the editor tries to enforce. The value is fixed in the gameplay constants. Now you probably do not want to change the property for all structures. You can remove the "is a building" flag from the unit type, orientate it, then reset the flag but each time you move it, it will bounce back. Or you create the structure via trigger where you are free to set the angle.
