I was trying to make a single player map, I was wondering what sort of things I can do for each difficulty level if I don't want the composition or the stats of the enemy altered in any way, basically how do I make the game easy or hard without altering the enemy units in any way...
 
Cheating enemies is an old approach mainly used in older games where less work were put into computer AI. This include giving the computer more resources, units, ect. Aka, giving them an advantage by letting them "cheat".

A different approach is to make the AI better/smarter the higher the difficulty. This obviously require more work, as you have to know what is a good tactic for the AI use, and what isn't.

Is this a normal single player warcraft map?

If you can't change the enemy change yourself. Since it is single player, difficulty can be relative (in most aspects).
Instead of increasing the enemy attack, decrease your HP
Instead of increasing the enemy HP, decrease your damage

Other factors include: resources, MOVspeed, ATKspeed, Reserach/build/upgrade times, maximum cap.
