Detect effect?

I want to trigger damage from a Stormbolt but I'd like the damage to go on contact not right at cast, as there is a delay in travel time. Is the best I can do is throwing a wait in there? In my game, divine shield plays a key roll in dodging damage but abilities do stat based damage and therefore must be triggered.
 
A'ight thanks, I get insane load times cause I added levels to all the abils, and levelled up the abils to the player's stats. The issue being that when you have too many levels on abils it causes massive load times.
