Can someone create map with at least 40 races?Every one can create races,what are not in azeroth.

It's going to be very long and painful to create that. Will need lots and lots of resources if you're to make each race unique and theme-coordinated.

There's a lot of good maps in Techtree Contests with exotic custom races. Maybe you could try merging them all into one map. Of course,this requires time,and perhaps is impossible to play at battlenet since each race would probably cost 5mb,cutting the 8mb limit.
