Critical error

Hi, I've tried loading TKoKEastern-21107f-1223450869.w3x into World Editor to see how things were done, and I get critical error (object: WERandomGroupSet (.?AUWERandomGroupSet@@)) and something about not enough space.
I have 2GB RAM.
What's the problem ?
