[JASS] Creating a 16th player slot

JASS IS NOT GOD
It can not do everything espicaly adding player slots.
And for your knowledge there are only 12 player slots the rest you mentioned were neutral players (not slots) and can not be changed.
At the time wc3 was made if it had 30 players in a custom game it would LAG awfully so thats why the max is 12.
BE GREATFUL that it is otherwise they would have probably chosen the standard strat game ammount of 8 (4 less).
