Create building that isn't fully constructed

Is there a way to create/place a building that isn't built yet?

The map has lots of buildings that will have buildings under construction appear and then you use workers to finish them.

Another option than the build abilities like "built tiny altar" or creating a dummy unit to place it down is wanted, there's too many buildings for abilities or extra dummy units if it can be helped.

You mean build a building that's not full-constructed?

Like with the item abilities "build tiny [name of building]" but without it building itself, it would create a building at a location but it still need to be fully built by workers.

Or if there's some way to "deconstruct" a building I could create it and then change it so it's not fully constructed. (tried using "set construction progress" but it only works on structures that have not been fully built yet from the looks of it)

native UnitSetConstructionProgress takes unit whichUnit, integer constructionPercentage returns nothing

I think it suggest that there should be some way for it?

Edit: Or maybe you just create unit but ones that are being built have a different ID?
