I'm not sure this exists on other websites yet, but with the addition of the new mouse natives, this is something that definitely should be made.
Unfortunately, the new mouse natives only provide map space coordinates and can not be converted to screen coordinates.
Such a conversion would be convenient to fix the limitation of Frames (in the way that they do not allow mouseover events outside of the 4:3 screen bounds).
The workflow could then simply be:
-> Get the map mouse position
-> Convert map mouse position to screen mouse position by using CameraEye and Target Positions
-> (Optional) Synchronize the value
-> Use screen mouse position to manually fire hover/click frame events outside of the 4:3 bounds
