Combining meshes to make new models?

How can I take a mesh (a black cloak) from one particular model and add it to a different model.

My other question (I figure the answer to one will help me with both) is again combing models, but this time to place a model ontop of a dragon to create a dragon rider, much like how a hippogryph rider is made.
 
Seriously, this is waaaay more of a headache than I had thought. I can't get the damn thing to work!

All I want (please expert modelers, help me out here) is to take the hooded cloak from this model: http://hiveworkshop.com/resources_new/models/233/

and put it on this model: http://hiveworkshop.com/resources_new/models/33/

That's it, just giving the damn guy a hooded black cloak.... Honestly, it doesn't even have to be that exact cloak, just a cool black cloak. Am I stupid or is it really more difficult than it seems for me?

Seriously, I suck.

cloaks have bones, you would need to add the bones, or either make the cloak an attachment.

Dl this converter and convert the mdx of the model into mdl.

remove everything except the cloak.

then use this to rotate it slightly 20degs, (im not sure the exact numbers you put in the prog, just experiment)

then convert it back to mdx and import it.

then attach it to the point of origin or chest in World Editor.

Also, I'd prefer to make it all one model so I don't have to deal with making a new texture for the cloak as well.

If anyone knows how to model something this simple quickly, I would SERIOUSLY appreciate it if you could hook me up. PLEASE????
