cliff y you no go down

I have a little tricky problem, when I create a blizzard cliff(raise tool) it is OK but when I try to lower it it does maximally this:
(Yes I used Extensions of JNGP to edit tiles)

with the same map the same thing happens even without JNGP.
Is it possible Ive pressed something that will make it not go down or will it just be like that when I "import" tiles with Extensions?

2 :D well but obviously there is a land lower :D a I mean that the cliff edges are not going down. But I think it may be something with the Extensions(the Edit Tilesets) because it does the same thing even with normal WE but any other map works just fine :D

well, I tried that too :D still did nothing, made a hope all around it but not within the original edges(the ones that you see are up), i think it has something to do with the fact that I have 16 tilesets :D:D well, this limits me a little bit, I have to be carefull or Ill smash ctrl z very often :D
btw nice collection of systems youve got there

NOW I know what it is actually :D
If you(at least me) base a map on dungeon and make it be undewater and raise it then when you increase cliff you cant deincrease it as whole, the "edges of it" will keep their height. Now Just to change it and Im done ;)
