Citystate Traitor Imbalance

So, it's come to my attention that when dwarves go traitor, city states seem to go off kilter, and become easy to beat. Even when brown dies.

Possible solutions is my late game events for them, or making all city states get a minor hero specfiic to them when dwarf goes traitor.
