CityScape with Lighter Enviorment/Dirt?

Can anyone show or tell me how to have Cityscape Tiles as base, and then have dirt and the enviorment not look so dark like? I want the enviorment/dirt to look like Lordaeron Summer with the cliff Square Tile.

Why don't you simply use a custom tile set?

Advanced -> Modify Tileset

check use custom tileset
use Cityscape as base tileset and add the lordaeron summer tiles individually?

If you can't add more tiles I suggest to start using JNGP to increase the maximum amount of tiles that can be used.
