When I first made my map I used the Lordaeron Tileset. However , I am trying to make cliffs that don't have the grass texture on the edge of them. Is the only way to get a Dalaran cliff tile would be to change the Base Tileset? If so, how can I keep the terrain to what it was previously? Thanks ^^

No not exactly. You simply can't add/remove the tileset that the cliffs are using. That's why you have to decide from the beginning of the map.

And yes there is.
Use the raise/lower tool to create cliffs. Use doodads, pathing blockers and your map's tileset to make the cliffs look good.
Actually in a lot of cases that method will give at much better looking terrain.
