Change Terrain Texture via Triggers?

No there is not. The way the terrain is generated in StarCraft II does not support this.

In WarCraft III terrain was made of a single texture with various blending on the edges. In StarCraft II terrain is made by blending various textures (repeating images). The same type of native thus would not be useful in StarCraft II.

You can however place an image over existing terrain. These are decals if I recall. They are used for footprints and other building related things.
 
Maybe you can use Catalogs to enter the data editor and change the texture for the specified terrain.
