how do i make an event that detects when a spell is ready for use/cleared cooldown? i'm making a trigger that an NPC unit will cast eat tree on nearby trees every time it is available for use
There isn't a default event for it. You have to manually run a timer for the duration of the cooldown after the spell starts its effect, and then you can do whatever you want after that.
As Purge&Fire said, you can't detect how much cooldown has left for an ability
You have to trigger every cooldown for that, that won't affect if you just want to apply it on one spell with 3 levels.
Here is an example:
Spell : Fire Strike , Cool-down : 10 seconds , Levels : 1

Unit - A Unit starts the effect of an ability
Conditions
(Ability Being Cast) Equal to Fire Strike
Actions
==== Cooldowns must be initialized in Setup and Save them ====
Countdown Timer - Start FireStrike Timer that ends in 'FS_Cooldown[Level of Ability Being Cast]
